1. voters - aka suckers with real power and they don't know it
2. sympathizers - 3rd party and no affiliation but supports
3. leader - just as dumb as the voters but smart enough to con them

if the people dont have the common sense to see that their leader is an imbicile, then i'd say that they hold most of the blame. However, it is often that people have no other choice but to follow an imbicile, some communist countries for example. In that case, i blame the system. No one person should be just given that kind of power without a fight.
