I agree with Regulus133 (the first page).
It depends on who takes the action. Though, of course, if the other party, whether it is the leader or the people, do not act responsibly to solve the conflict of their counterpoint, they are equally responsible. But at the same time, there are other dilemmas, such as morals or responsibilities that one has accepted and, due to this, they can't disobey or oppose to the decision of their superiors. Things can't always be that simple, or life would be boring, right?

But of course, the one who will take responsibility most of the time is the leader. Because as it has been stated, people can be very stupid. The majority of the people can be easily brain washed through terror and hotblooded speeches, and thus, the simplest arguments will easily convince the simplest minds. A good example of this would be Spain, even in its current situation. No, more like it is EVEN more clear in the current situation, since they have democracy now. Many people follow certain leaders because they are too stupid to have a critic view of things and accept certain changes.
