I've never really seen any besides Peach Fuzz and some doujinshi at anime cons.
It's hard to say considering I haven't seen a lot, nor do the ones I encounter keep me interested.

Everyone should check out the site, MangaMagazine.net.
If they're not imitating manga, I don't know what they are.

I've seen some (Western) comics calling themselves manga, but they look like mainstream American comics. I wouldn't count them. I think as long as it definitely has most of the aesthetics you see in manga, then it qualifies. Even some of the manga in Japan doesn't look like mainstream manga, and it's still called manga.
