I'm pretty sure most of the pirates in the New World could beat Luffy, as well as any of the three admirals.

Right now a TON of people could beat Luffy and his crew. But the reason everyone is keeping their eyes on them is because Luffy and his crew are growing in strength and international support. They are beginning to become a real threat to the World Government. I mean pirates that defend cities and countries from corrupt government officials will always have more support. At the rate they are going they will one day be a force for even Shanks and White beard's crew.

All physical attack and physical damage from weapons/bomb cant hurt him at all since he is a rubber man. However, Luffy admit before that he can be cut/slash. Therefore, I think the person who could possible beat him is Zoro since he is a 3 swords user.
