Japan is sure crazy. But its drought in my country so i doubt they would bring this in, I think they would rather bring in electric cars.

If you have ever seen a map of the world before, you would be surrounded by what it would seem as infinite amount of water as you live on an island.

Knowing how volatile hydrogen is could you imagine how dangerous this could be?
(Assuming their separating oxygen from hydrogen to use as the fuel source.)
And if your thinking electrolysis, apparently there getting their hydrogen using other means. Probably takes less energy as it includes the use of some catalyst.

Hmmm. Police here in Makati, Philippines recycle cooking oil gases from fast food restaurants.
Also, I've heard about LPGs used as car gases by taxis here..(yes cheaper) added that its more nature friendly.
