If I had to pick the side, I'd be Shinsengumi. Because they are much more stable than the rest of the choices. (If Yorozuya Gin-chan was in the choices, I'd pick that)

The Joi-Shishi is practically suicidal. You are expected to throw your life away for someone else's goal! (I'm talking about the Takasugi Sect, the Katsura Sect happens to be just as stable as Shinsengumi.)

Otsuu Fanclub is an easy one, but as Hijikata once pointed out, you ain't got a chance of marrying the chick yer worshipping... other than that, being mauled by an enraged Shinpachi is an odd experience.

Harusame Pirates, they are tough, but does not have the style the shinsengumi posses.

The Shinsengumi the reason why I picked them is an easy-going and close-knit bunch.Even though the only people you have to be afraid of is Hijikata and Sougo.

The Shinsengumi aren't easy-going at all! I think they are too restricting. Look at the Kyokuchuu Hatto. It's way to tough on members and this is coming from someone who faithfully follows Bushido and wishes the Shinsengumi would disappear. I pity their members.
