Certain kinds of flames should beat other flames so this is what I came up with

Storm beats Thunder(Levi V.S. Gokudera)
Thunder beats Sun(Just guessing here)
Sun beats Mist(When Ryohei destroyed Viper's illusions)
Mist beats Cloud(Mukuro V.S. Hibari)
Cloud beats Storm(Another guess)
Storm beats Rain(Guess)
SKY BEATS ALL

Storm: The surging attack around a nucleus, never taking a break.
Sky: The one who colours the sky. He understands all of them and embraces them.
Sun: The one who shines bright, taking on the adversities with his own body.
Thunder: The harsh strike with no mercy.
Rain: The requiem rain washing everything away.
Mist: The one who deceives with unreal images, creating something from nothing and nothing from something.
And my favourite one:
Cloud: The aloof drifting cloud, protecting the family from an independent standpoint and whom nothing can ever bind.

They are all equal. Now, if they represented a different element, then I could find a cycle. Storm would be wind, sun would be earth (because they're martial artists, so their bodies are hard as rocks), thunder is electricity, rain is water, mist is fire (because heat causes mirages, which are illusions), cloud is wood (because cloud feeds off of other peoples flames, like a tree feeds off of the soil), and sky is metal (because sky is adaptable, like how metal can be melted and turned into something else). Some of those were kind of a stretch, but it all makes sense if you're insane like I am.

The element thing id off a bit it's this:

Sky- Fire
Rain- Water
Mist- Darkness
Sun- Light
Cloud- Earth
Thunder- Electricity
Storm- Wind

o yeah....i forgot to mention....i dont think SKY IS FIRE TYPE.....ITS JUST THE COLOR....PLUS, THEY'RE ALL "FLAMES"...what do you expect?

Rain beat everything its power is to tranqulize all other flame
Cloud beat everything it eats other flames making itself stronger
in a fight between these two it comes down to who's stronger

Sun has the power of activation it causes things to grow in other word fast healing
Storm has the power of degeneration in other word it destroys everything it touches
in a fight between these two it comes down to whos rate of healing or destruction is faster

Thunder basicly works like actual lightning
Mist creates illusions to the point of illusion becoming reality
while its still only illusions lightning has the upperhand if the person does what Yamamoto did and goes by instinct
too little is known about Sky

I don't think relating the Flames to elements is a good idea. They are totally not related. But anyways, how each flame fares against each other depends on the attribute and we are still unsure of what actually happens. My opinion is similar to akumalevel's. It eventually boils down to how pure your flame is compared to the opponent, and which flame is stronger. Of course, someone like Gokudera wouldn't need to worry so much, since he's got 5 flames at his disposal.
