Personally, my list of the strongest is above; however,
the best would have to be Itachi, IMO.

He managed to keep Madara away from Konoha.
He made Sasuke what he is now.
The gift he gave Naruto is going to effect the plot in the future.

He clearly had the potential to be the greatest, if Kishi didn't have to come up with an "illness" to kill him off.

This time it is less likely that he will hold back and will instead fight without care or consideration. That is, unless Kabuto gives him a bit of freedom.
