Theres a lot of them I think are underrated.. Vincent from FF7 was badass, but most of the time all you hear about is Cloud and Sephiroth(not saying theyre not cool!). Another one from FF7 was Barret.
In RE4, that guy who was killed just as he was about to hand over the cure for the plague.. Luis Sera. I thought he was badass and I actually was sad to see him die such a terrible death.

No character at all in FF7 is underatted, none of the main characters, except the Shinra Corperation, the ONLY good characters from the game are from there, in fact, the game was pretty weak, it would of been way better if it had just been about Shinra Corp.
Luis deserved to die screwing Ashley rofl.
