I don't know about that actually. The "tiger people" appeared in the 2nd, 3rd & 4th BoF games & Teepo was BoF's third incarnation of the "tragic" dragon friend (that they had to fight at the end of the game)

Still, once you think about it, the only two characters that appeared in every BoF game were Ryu & Nina.

Most underrated character from FF7? I personally vote Tseng but out of the playables it would be Reeve's alter-ego of Cait Sith. (yes, as far as I'm concerned Reeve & Cait Sith are two entirely different characters)
