<---- how to cut this pic and make it like this ----> and 1 more thing how to put white edges on this pic ---> ne as you can see on the finish product <.< she cut and put white edges on the first pic and then attach it inside the other pic @@. its hard to figure out soo plsss help meeee *kneeling down* this is miku's work

You need to learn the following techniques,
1. Extraction. Whether by the Pen tool or the Extraction tool. I'd prefer the Pen tool for the smoothness.

2. Layer Style Add-ons and STROKE. In other words; < --This.

3. Reflection technique. You can do 2 ways, one being a bit more advanced.
Easy way:
1) Duplicate the layer with the image wanted. (CTRL + J)
2) Flip the image VERTICALLY (EDIT > TRANSFORM > FLIP VERTICAL)
3) Move it down to make it seem like a mirror.
4) Lower the opacity of the layer you duplicated.
If you could pull it off, It'll look like this.

Click the one circled in red in the picture there. Now a small window should pop up, click on "STROKE" and you'll see some controls. I think you won't need any explaining there ^_^

Another way is Holding CTRL and LEFT CLICK the LAYER THUMBNAIL so that the selection tool automatically selects the outline of the layer contents. Now click the marquee tool and left click at the picture, now choose stroke.

i think for the pic in the middle after you rendered out the pic like remove the background from it she did a layer stroke
