Anyway my decision is btw Kagura and Kyubei. Sa-chan is sexy and everything, even when she loses her glasses it's cute, but her love for Natto and S&M play kinda draws me back As for Otae-san shes cute but not a match for the rest. Otsu is awesomely funny and cute in how she ends her sentences, but she doesn't quite make number one. Well for Kagura she's cute almost all time even when she pretends to be a guy in ep 55. Kyubei is also a great cute canidate since she usually doesn't act or dress cute, but when she does it's sweet. So my vote goes to Kagura -Fuu

I love how she's all sweet and girly but her lyrics are totally obscene and controversial. Kagura is a close second.

They're either too young, or too childish or just seem different. But once they do grow up or become mature or they had changes that made them hotties, sometimes their being hot decreases their cuteness or vice-versa. So it means, some kawaii characters have the best potential to be hotties, but aren't hotties themselves.
