Luffy's the strongest because he is in the different league than other novas. His bounty should have been 600 billion because he defeated Buggy, Arlong, crocodile, God Enel, Rob lucci, and Gecko moria. On the top of that he is brother of portgas d ace, grandson of vice-admiral and the son of world's most wanted criminal Dragon and luffy knows shanks and 1st mate of the former pirateking's crew.

they can stand still until this far... and if u see other pirates that can't stand and still exist like them all.. u would call them elite pirate... "elite" not from their group or their title, but it's bcz they are can pass trough the ultimate ocean to this stage... hope u'll understand what i mean...
