Elfen Lied,
Akira,
Cowboy Bebop I'm not sure if it's R or not, but it's probably up there
Neon Genesis Evangelion, same as CB
Yu Yu Hakusho is pretty close
Ghost in the Shell
There are many that could be "questionable", although most anime is unrated, or given a 17+ rating when it is inappropriate for children. It's not "technically" rated R, except for Akira, I know that is.

The art was pretty good

Texhnolyze was really good and really violent.
Paranoia Agent also was great but not sure if it would be rated R, a little disturbing but not very violent.

The Nana anime is quite PG-13, but the manga is totally R-rated. I like the manga more than the anime.

most of the deep-meaning and great animes are 17+ , or R-rated cause people know that giving an anime like this to some 9 year-old will be a waste because they'll say stupid things like "this anime sucks" and thats why this is intended for older people

I don't really think there are to many anime that are rated that, at least in the U.S.(translated of course) because citizens in our society are too conservative in their views on television when it comes to children. For instance, in most anime that is in Japenese there are many offensive slang words and "curse" words. But when they are translated to English, they censor most of it out. I think this is because people can't handle the fact that it's just animation, they're not mature enough to accept it. That's why there are so many limits and restrictions on movies and such; because a child just couldn't handle the concept or complexities of mature viewings, such as Elfen Lied.

yea, once the U.S. gets ahold of the anime , it gets ruined basically and the messed up part about anime is that sex scenes
being in an anime categorizes it as hentai and thus less people are likely to watch it and the art and the creator doesn't get the credit they deserve. its a shame really.

final fantasy advent children & F. F. The Spirits Within were amazing graphical movies even though they weren't R-rated/17
