It's canon for every single shounen anime that the main guy must keep geting stronger as the show advances, based in personality and likability i'll choose Luffy as my favorite. (Ichigo acts emo quite often and Naruto is just too anoying in my opinion)

Throwing in the "likable" part cuts the number significantly, at least as far as i'm concerned.

I'll go with Yusuke Urameshi from Yu Yu Hakusho . As the series goes on not only does he get stronger but, as he continues to develop as a character, he becomes more likable as well.

I feel like pretty much everyone get stronger in the anime, if it is an anime that includes fighting.
