For me, Gintama is an extremely slow start. It wasn't until the memory loss arc (about ep. 30) that I got completely into it. The first two episodes I didn't like at all either (in my opinion, the series would have been much better without them). The comedy is also conpletely random, and the main plot, while put together is mind blowing, is spread very far apart. Also, this form of comedy isn't really popular in general. It also had no dub until recently. Whether people only watch subs, dubs act as publicity.
Don't get me wrong, this is my favorite anime, but that's why I think it's unpopular overseas.
In my perspective, it has nothing to do with a majority of cultural references.

I think that the language and culture barrier has something to do with the popularity outside of Japan. For example, being called Kintoki by Tatsuma which sounds like Gintoki but doesn't. A play on words, Kintoki is more offensive as it means someone's genitals. Such jokes (although crude) would be funny to viewers that understand Japanese rather than people like me who just watch and read the subs.

Gintama is a great anime and manga. It stresses morals and ideals that many other Jump series wouldn't. Oh and they some pretty hardcore fighting scenes too

Gintama is very...unique...um, special. I mean, a Shounen Jump series, and the main char doesn't even have any special skills? (No I mean besides swordskill, like a special power? Normally I'd see the main char being all "cool" using his power and "Boom!"...the enemy dies. Gin? Fight here, fight there, half live half dead, saying meaningful stuff and give some amazing swordskill. All the samurais in Gintama are wonderful swordmen.) And LOL, the main char - Gintoki - is a stupid lazy samurai with deadfish eyes and always picking his nose, eats too much sugar and a pure sadist! But it's because of that image that I like Gintama so much. Each and every character has a warm heart deep inside. Hm...IDK why it's unpopular overseas, the language isn't much of a barrier... Gin and Kin...Tama...it's really easy to understand.... How can we bring Gintama to the world...

People who like the Monty Python-esque humour are likely going to enjoy Gintama; and vice versa. Very zany, madcap humour and breaks the fourth wall with such voracity and frequency it's really almost just metafiction.

An excerpt from Monty Python's Flying Circus: Just the Words (website with all the scripts). Tell me this doesn't remind you of something.

John Cleese: Um, I'm sorry about the ... the, er, pause, only I'm afraid the show is a couple of minutes short this week. You know, sometimes the shows aren't really quite as er, long as they ought to be. (pause, he looks round at the sea) Beautiful, isn't it. (he walks out of shot; long pause; he walks back) Look there's not really a great deal of point in your, sort of hanging on at your end, because I'm afraid there aren't any more jokes or anything.
He walks out of shot. We stay with the film for quite a long time before we finally fade out.

Literally took up the last 6 mins of the show.

Lazily ingenious.

It's popular. For people who like it's genre is the best. But it never be "mainstream", and it's look like you comparing watchers on TOP 30 MAL or something. Yeah it's right that last season, which is 1st have 1/5 of members of 2nd place show. And there is nothing wrong with that. Gintama is not only comedy show it's that kind of comedy show, not everybody likes that kind of humour. And you comparing it with one of the anime like FMA:Brotherhood or Steins;Gate. And Unlike mentioned, even through i love gintama i would not recommend it for most people who only started watching anime.

Really calling show that takes 1st, 3rd and 6th place in MAL top10 unpopular.

Gintama unpopular???! NONSENSE! I go to the Yorozuya to fix ALL my problems.
And it has quiet a few American references in there that I question what do japanese know about XD
Such as Micheal J Douglas? Freaking Nike? But anywho its the only comedy series I find hilarious, that actually has me busting out laughing literally from watching AND reading the chapters.
I think the reason why its unpopular is because people are confused by it. They probably see it and think its a serious fight anime but get consfused when they see Gin acting the fool.

Personally, I just think that people won't give it a chance because of the Japanese jokes. Which sucks, because it's hilarious even if you don't understand one joke every once in a while.

i love gintama because it's so random. but if i have to guess, it'll be because there is no plotline, and for people that don't appreciate subs and prefer dubs, the jokes get lost in translation
