No it doesn't annoy me, I grew up in an era where none of the characters spoke. And quite frankly I wished it stayed that way for certain games. Mario is an example. He used to be a silent warrior that did what he had to do and made wearing furry costumes look bad ass. Now he's just a yap who further perpetuates the stereotypes of the homosexual community within italians.

The first RPG game voices i heard was in FFX and i just really wanted them to shut up ( freakin tidus, id rip his voice box out if given the chance, annoying little shit. sorry just expressing my hatred of X again, never mind) so characters that dont talk really dont bother me, cloud giving everyone the silent treatment is what made him famous right?

It bothers me more when there are characters that just won't shut up.
"Hey! Link!" (I've already looked at that, shut the hell up already, its bad enough I have to listen to you fly over there every single time and my health won't stop beeping)
"Leeeeon! HEEEEEEEELP!!!" (Im trying to not get eaten here, give me a moment, princess)
"WAAAAAH! WAAAAAH! WAAAAH!" (baby mario, just, God damn.)

and as long as it doesn't hinder any of the plot its fine.

No, not really.
A good voice is... just nice and can make the game better that it would be without voice.
But a bad voice can make the game so much worse... so I don't care.

hate what the americans do when dubbing the Tales games

they leave out many scenes and skits w/o voices!

so yeah, it annoys me....though it really depends on the game

If anyone has played Drakengard,
the main character doesn't talk throughout the whole game.

Not really since that is used by the devs. to get the player more involved in the story(put in your own lines type of thinking). I couldn't care less though.

Not at all. Actually sometimes it is infinitely cooler when they don't actually talk. The guy in Grand Theft Auto 3 never spoke a word and he was the coolest protagonist in the series. Also, Link never talks and he is seriously cool. If anything game characters that talk to much or have really bad voice acting annoy me much more.
