This is not a hoax. I've heard about a cat like this before. There have been reported cases of this dating back to the 19th century.
There are three things that can cause it: extreme matting of the fur on the flanks of the cat, which can appear as wings when the cat runs; a skin condition called feline cutaneous asthenia which may cause the flaps to form on the shoulders, haunches, or back; and conjoining or extra limbs. You can watch videos of them and look at pictures... There's too many for it to be a hoax, anyway.
