in most cases yes its true. one time when i went to hong kong a bowl of spare ribs with rice was one hong kong dollar convert that to canadian dollars and thats really cheap.

This saying is trite but true. It doesn't refer to something tangible like all you can eat food, or to free quality of life things like the beauty of a sunset. It means shonky business deals designed to extract money from people when they enter into the deal. jan10002's example of internet scams is good, but things like this have always been around, just using different media. I would also refer to these sayings:

"A fool and his money are soon parted"
"There's a sucker born every minute"

If something sounds too good to be true , there's probably something wrong with it. Cause everything especially now, comes with a price. My mom always tells me "caveat emptor" whenever I buy anything that looks too good to be true~~~

Does it always have to revolve around money? When it doesn't, I don't see any reason for things to be too good to be true. Eating my favorite food and having such a heavenly taste in my mouth can be too good to be true.
