The RasenShuriken is indeed a formidable attack, but as he was told, Sasuke's lightning element could unfortunately beat it. I think Naruto is trying to perfect the Rasengan to fight Sasuke.

Oh that thing Naruto's planning to do... hmmm...

Maybe it has something to do with the outcome of Kakashi's training on wind element transfiguration. Probably Kakashi and Yamato told Naruto not to tell anyone about the the outcome of the training, which is why Naruto instantly refused to answer the frog's question.

The Fuuton RasenShuriken is the perfect rasengan but it damages the user slightly so i believe naruto thinks he could use the sage chakra to counter that and shield him from harm.

Jiraiya's ultimate Rasengan was just a really really big Rasengan, something similar to Naruto's Oodama Rasengan that he uses against the fake Itachi. The RasenShuriken is much more devastatingly powerful, but its my personal opinion that it is still not perfect. There are so many conditions that must be met, and its required that Naruto use shadow clones as a distraction in order to make contact with the technique.

Ultimate rasengan and perfect rasengan... very confusing to me Image ... You have a point, if Naruto's rasengan is called 'perfect', it must be better than Jiraiya's ultimate rasengan. But I found this one from Naruto Wiki:

In comparison to Naruto's Great Ball Rasengan (Odama Rasengan or Big Ball Spiraling Sphere), the Super Great Ball Rasengan is roughly larger than Jiraiya's own body and can be used in one hand. Jiraiya has only used this technique while in his Hermit Mode and has since had it absorbed by one of Pain's body summons so its capabilities are unknown, most likely an extremely larger scale of the effects of a regular Ōdama Rasengan.
