I'd have to go with Aizen from Bleach. Got to be the most evil anime dude I know, but he wears it so well. Also, he is the 2nd most baddest ass villain around next to Darth Vader. Talk about power and a willingness to use it....except Vader wanted to rule the galaxy, Aizen wanted to destroy EVERYTHING!!
