When going to foreign countries, the locals would say you have an accent when speaking english to them

For example:
english locals (meaning from England) ~ They have a definite accent according to American locals
american locals (meaning from America) ~ They have a straight accent according to English locals

You can only say you have an accent when a foreigner says you have one---

I've been told to many times that I have an accent when speaking english. Actually, I can switch my accent from american to english to filipino. . .being around other people a lot, you tend to catch their accents~

No such thing as not having an accent. Accent is a socially relative idea.
Do you think an Australian would say you an American does not have an accent? The same way Americans notice the accent of Australians, Australians notice the accent of Americans. It just so happens that you are used to hearing what the society you live considers as 'without accent' that you compare every other accent with yours as a standard.

Standards vary as time goes by. Years ago there was nothing wrong with pronouncing ask as ax, now this has changed.

Go live outside your country of residence or origin for a few years and return. You will notice the accent right away.

unaccented speech does not exist.
When you say "you have an accent" all you are saying is "you are not using the CURRENT STANDARD ACCENT OF THIS COUNTRY

Ask-A-Linguist FAQ
http://www.linguistlist.org/ask-ling/accent.html

Everyone has an accent. The term 'accentless' is sometimes used (by non-linguists) about people who speak one of the high prestige 'reference' accents (such as 'General American' or, less commonly, 'RP'), which are associated with people from a fairly wide region and with people of high social class. But these are also accents.

All languages are spoken with several different accents. There is nothing unusual about English. And not everyone who comes from the same place speaks the same: in any place there is a variety of accents.
