I always thought it was because either Kishimoto had major writer's block but didn't want to take a leave of absence or do to the increased popularity of the show, he was pressured to come up with more episodes but left the writing up to the staff while he went to go work on the Shippuden manga. Most likely, he probably wanted it to be a long running series like DBZ.

To be honest.
I think it's either they are close at losing money or they want to add a filter that may give us more detail about different character but who know the truth unless you ask the creator in person.
To me, it give us something to watch when they are trying to increase the viewers who watch the show.
Then again, what if the show ended at chapter 340, the increased popularity then the creator need to make up some more ideas to the show to kept going.
Like DBZ, that was the end of the show, the creator didn't feel like to kept going, but someone elst took over and they created DBGT, the popularity is what make the show kept going.
