Games that Will give an enormous impact at first Gameplay
but if you play it again there is no suspense
thus making it bad
therefore it should only be played once

Example
Shadow of the colossus

This is true for any game, in my opinion. After the first playthrough, many games lose their interest. I noticed this with most of the games I've ever played. Most recently I've experienced this with Uncharted and GTA 4. And any survival horror game I guess.

well almost any game, many games have completely alternate paths, i.e. Baldurs Gate 2.
Or games that are dependant on character class selection for story can be played more than once.
I see what you mean with GTA4 though once the story is over its over cos that game is fairly linear.
Guess im trying to say very linear games should be only played once unless you LOVE it.

Ya if game has alternate endings or paths or games like Fable or some RPG then it's worth playing again. But one thing that helps is if the game has trophy support (for PS3) because that usually drives me to replay the game.
