The lords of lack of coherent plot structure would be Excel Saga and Puni Puni Poemy. Sayonara Zetsubou Sensei is also extremely random. Hayate no Gotoku is random, but there is obvious method to the madness.

ok somehow gintama is not random at all.. I mean its like a series full of fillers but still it has some stories from time to time... but it really just moves slow.. Spoiler Alert! Click to show or hide if you notice, I remember in the manga, he defeated one of the (heads? I forgot what they're called) which took them so long...and they have a past comrade who is one of the main antagonist

What about Cromartie High School? Think of it like Lucky Star or Azumanga Daioh, but replace cute girls with delinquents! (That show and Gintama are my two favorite comedy animes right now.)
