for me,no.....he is not evil....

he took VV's code (maybe) because that is VV's wish; to die.....that is CC's wish too.....he wanted to bear the burden of living eternally by ending CC's & VV's suffering....he also didn't kill Marianne...the action that he took by sending Lulu & Nunnally to Japan is so that they will not get 'dirty' by involving them with their siblings....he just wanted them to be 'safe'......the reason why he cast a geass on Nunnally (maybe) because he knew that Nunnally is a very gentle girl,so he didn't want her to see all the bad things in the world.....he also wish for a gentle world~~~

Charles Di Britannia is good on one side and evil on the other side.
Good:
-Protected Lelouch and Nunnally for a long time. (Kept the fact that they were still alive from the brothers and sisters.
-Wanted to have everyone talk to the people they lost.
Evil:
-Could have stopped the war between Japan and Britannia (First War) because it was meaningless in the end.
-Lies to everyone just like Lelouch but comparing them Lelouch tells the truth more.
