What is the different between cartoon and anime?

Well, anime is japanese cartoon. Cartoons are mostly used for american cartoons, but I guess it could also mean any kind of cartoon outside of Japan. Sometimes you can just tell it's an anime by the animation.

Cartoons are like Scooby Doo and spongebob square pants.

Anime is like OHSHC and Shugo Chara. o_____O;

I see the difference, but I don't know how to explain it.

cartoon is animation, anime is japanese animation. It's pretty simple except when some company or artist outside japan tries to redefine the word to include their product which caters to the same crowd. That just makes the entire concept needlessly ambiguous. All the other stuff (plot, art style, characters etc.) is all just subsidery to the fact that one is an all inclusive term, generally used when talking about american cartoons simply because most of us live in america (not I, but most of us I think) and the american media is so ubiquitous. I would have to ask someone from say britain to know for sure whether they would necessarily think of american cartoons when hearing the word cartoon, or whether they first think of some of their own.
