Nausicaa or Kiki are among the best in my point of view.

Well, I've watched a ton, but the only ones I can remember is that Fullmetal Alchemist took place in Germany and D. Gray-Man took place in London. Heck, over 40% of all the animes take place in either London, England, or America -_-;; and maybe 2% could take place in Germany.
