No. Really. Some of the teachers actually admitted they don't want to vote for Obama because he's black. They said it to the whole class

This varies from state to state, but I think you're thinking of provisional ballot voting, which does not allow non-registered citizens to vote.

To cast a ballot, you must be registered to vote. Most states have some type of provisional voting system in place to allow voters to fill out a provisional ballot if identification(or other voter registration irregularity) has come into question. The provisional ballot is counted after discrepancies are verified.
