If it's lacking one or the other, I'll put it down. But I do tend to pick it up for the pictures and stay for the story.

The plot always comes first, though the art does seem to make them better

both
if the story sucks then the anime/manga sucks
and if the people are pretty or not the anime/manga has to have a good story

It's all about the plot. But who would buy a comic book with shitty art? It doesn't have to be very good, but average art is always okay as long as the plot is interesting and a bit original.

To me the most important thing is first the storyline, characters and finally what type of manga it is (romance, shounen , supernatural ....).

I don't buy manga (poor mankata's), only rip off the fansubs online. If I can't find it online (highly unlikely if it has been subbed), I don't read it. But, in choosing what to read I pay attention to both. The title and cover art are obviously the first things you notice. If either catches my interest, I read a story summary and decide from there. The story is the most important part to get me to keep reading something (if I get bored I often leave a series halfway), but a good art style keeps my interest up too. For example, in the case of CLAMP, I like the story, but I love the art, so I am much more likely to read their manga's because of the art (though if the story sucked I wouldn't bother).
