lol you kids are screwed for the SAT if you don't know what articulate means. it's basically how well you speak and express yourself. it mainly revolves around stressing the correct syllables and words to produce a strong sense of confidence in your speaking.

i don't know of any programs, but you can get a voice recorder and practice making a speech. then you can replay a few times and search for places where you could improve your articulation.

Oh, dear lord... I'm not sure if "articulate" was the word you were looking for... If it was, then I'd have to tell you that your best bet in becoming articulate is to pay attention in English class (presuming English is your first language). I have no idea how you speak in real life, but if you want to be articulate on the internet, try taking time to check your spelling, grammar and punctuation. Instead of saying, "hey can some one help im looking for a program or something to burn on a cd that will help u be more articulate",
say, "Hey, can someone please help? I'm looking for a program or something (etc)..."
