For me it would be Shi Seiran!!! He's got all the characteristics of an effective emperor... but due to some personal matters he can't become one neh! So next would be Ryuuki.. he's almost on par with Seiran.. but he's somewhat easily affected by many things.. but he's still fitting to be Saiunkoku's emperor!!!

So, how about you???

But like you said, because of his problems, he wouldn't be able to be one. But Seiran has all the characteristics [and much, much more ... i.e. his handsomeness] for a good emperor! And Kou Shuurei comes as my second choice though! Girl power !!
