If the person spontaneously decides to play a game after they get home, that usually qualifies as a gamer, especially if they don't even know what game they want to play.
If the person got dumped, and their comfort is video games, that makes them a gamer.
If the person wakes up in the middle of the night and plays games for the heck of it, that makes them a gamer.
If the person at any moment decides that they can skip watching their most favorite tv show in order to play a game, that makes them a gamer.
If the person sets their alarm to wake them up early in order to fit more hours into a day for playing games, that makes them a gamer.
If the person decides not to do their homework in order to play games, that makes them a gamer.
If the person keeps track of a certain release date of a game and buys it on that date, that usually makes them a gamer.
If the person has urges to compete in a particular game with someone, that makes them a gamer.

what makes a gamer a gamer is...if they play lots of game..i mean....a gamer games.....wait...that doesn't really make since but you know....you just have to play lots of game....and i just play to kill time...but sometimes i just get to addicted

by what type gamer are you asking....there are loads of gamers, listing from those who hate FPS but love MMORPG, there are those who hate MMORPGs but love FPS, theres the all rounder who likes all games whether they be bad or not, theres the lazy gamer who doesnt give a dam about what kind of games he gets stuffed under his nose just as long as they are considered games, theres the gamer who dislikes dancing high beat singing games....these are some of the types of gamers...consider us as not only game enthusiasts who collect games and play them, but as people with a passion for games who would put gaming ahead of education...now that there is some dedication...unfortunately education is important and is quite often put ahead of gaming, because the key to being a gamer or the catalyst to being a gamer is money....we need money to buy our games, supply the chips for fellow gamers when they drop by, maintenance of our consoles etc....i dont know, this is what i think is what makes a gamer a gamer....

Guilty as charged, especially when I get writer's block too close to a deadline.
This applies to table top Rpg's, online games and video games.
