Surprised no-one else has written this yet, but Obata Takeshi draws the bets eyes i've seen in a while, i think Oba-san's style in general is one of the best going at the moment, especially in mainstream manga.

Arina Tanemura draws really nice but big bug eyed eyes but with so much detail.

I personally love the way the mangaka of Black Cat and Tu Love Ru draws eyes, as well as characters. They look so hot to me, I don't know why. I also adore the art of the mangaka of Vinland Saga and Planetes, much more realistic but still really cool.

I don't know they all look the same to me, I would have to say Disgaea and Square Enix Productions, such as Final Fantasy Characters has the best looking eyes.
