If only they don't have formal and informal ways to speak their language, then it wouldn't seem so complicated..

Ilocano? Never heard of that language before..

oh its a regional dialect of the Phillippines spoken mostly in Northern Luzon about 7.7 million, 2.3 million 2nd language = 10 million total
