ecchi isn't bad -I guess it depends on who is watching, and of course what is being portrayed. I myself don't think there are THAT many anime out there drenched in ecchi moments. Basically this is what I see in most ecchi moments - most times its a portrayal of how awkward students are about their bodies, and places people in funny and embarrassing situations. More so than in real life, but I think that the reactions the charas have is what makes you like them so much. It is mostly about how mature you are when watching these "Ecchi" moments. Of course then there is Fan Service which is deliberate bustiness, and scantily clad, overly sexy characters...that's probably the kind of stuff you might want to stay away from if it makes you uncomfortable.

Sorry I've no answer for q2...almost every anime I have seen has some sort of what you would call an ecchi moment, even tho some of it is quite innocent.

you have a point it also seems to be the more recent comedys that are more ecchi..
though skip beat is new and VERY funny and has no ecchi

I dont like ecchines in an anime,, it's so disturbing to me,,
I cant really watch it whenever or wherever i want, when watching ecchi anime, i feel like watching hentai.
And i dont think it's funny at all... What the hell is so funny about those super big boobs, etc??

depends how ppl react to embarrassing situations. Some find it funny, some just find it plain disgusting and somehow more ppl find it funny so this "ecchi is comedy" thing starts. Its fine really...except when its just too much.

I don't think ecchi-comedy is really funny, the only one that managed to make me laugh a bit is only Air gear.

Q2 -Ouran, Gintama, Neuro etc. Plenty out there.

There's alot of things that had been written, so I think some anime these days depends too much of Comedy ecchi. The writers can't think of something very original nowadays.

Q1: mm perhaps because it sells, and more importantly because most mangaka are males and i don't know, they may like to draw what they wish to happen to them. besides it's funny, unless the anime is only ecchi and with no plot or good comedy.

Q2:well there are comedy anime not ecchi based but i guess everyone has its share of ecchi
Example: Slam Dunk, School Rumble, Soul Eater, Slayers, Dotto! Koni-chan (isn't this anime funny, at least the mexican dubbed is, i'm from Argentina)

to answer your questions:
1. Question 1: Why are most comedy based anime's drenged in ecchiness?
Comedy based animes generally drag ecchiness in because ecchiness generally has a sort of humor to it. unless you're like Gintama at which case you have to actually be a anime geek to know the stupid references.
~its generally targeted at lower aged audiences that know less about these references, jokes or running gags.
~an exception could be zetman or a serious love-dramaish where nudity is prolly purely sexual and geared towards older audiences.
~its just easy as hell to make a storyline about a character plagued with ecchiness as an anime(although it'll prolly be impossible to be a mainstream anime like naruto, bleach, onepiece etc)

2.Question 2: Are there any comedy anime's that don't use ecchiness?
yes, theres plenty, One piece for one, Dragonball for another, Gintama(i think), and more that generally don't use ecchi. yes there prolly are breasts or atleast some nudity but its generally not of the sexual kind.
