Worst fillers that I've seen goes to Bleach. The Zanpakuto arc started off pretty sweet...then got boring.

But the best fillers are definitely GinTama fillers. They're as funny, and sometimes funnier, than the actual episodes.

Bleach fillers...such a hard thing to describe. The complete bounto arc was pretty intersting. But then...Cake episode. Need I say anymore?

Seriously , Bleach had some horrible fillers. I almost stopped watching... twice.

Filler aren't all that bad if done right.

They are basically like OVA's inserted into the main episodes. One every now and again to provide some comical relief to an otherwise serious and plot-driven show (Code Geass anyone?) works wonders.
20+ in a row, however, will just distract the main plot which why I suspect a lot of people hate stuff like Naruto/Bleach.

GinTama might not have much filler, but its filler is brilliant.

Bleach has some of the worst I've probably seen.

While Code Geass might be a good example of the use of episodes as comic relief, it technically had no filler, being an original anime (i.e., not based on other pre-existing media).

Bleach tends to have entire seasons that are filler, probably because it is difficult to constantly insert filler in the midst of an ongoing battle without seriously damaging the flow of the story. This is the curse of long shows that will not take a break (probably for fear of losing momentum and ratings).

The filler ending to Gantz was rather bad.

Bleach fillers we're good some of the time, like the school ones, or the soul society ones. But I stopped watching halfway through the bount arc. I literally fast forwarded through the 3 episodes battle scenes.

Tokyo Mew Mew had some good ones, I liked how the anime focused on different Mew Mews in the fillers rather than Ichigo (Considering the manga was Ichigo-fest!). The worst fillers are Shugo Chara ones, and the ENTIRE season of Shugo Chara Party!
