well obviously when you are in love there are sometimes when you feel like doing(Pervert things). So anime is the same.

Mostly targeting male older teens/young adults (the main age group of japanese Otaku).
In most cases, the source material from which the anime was made out of, like a manga, already had ecchi in it eg. To Love-Ru.

In other cases, anime are adapted from H-games, and they've had to reduce the amounts of fanservice.

Occasionally you get shows like Toradora, and Akane-iro, that are just plain romance comedies without a lot of fanservice, and then you have romance dramas (which I prefer over all I've previously mentioned) like Clannad AS, and ef - tale of melodies, that would never have any ecchi most of the time, but a lot of studios would rather bank on something that would guarantee them viewers.

Most of the romance anime involving perverse things such as boob touching or panty shots are shounen, meaning they are targeted at a male audience. What can I say, guys like boobs and panties, thats all there is to it.

Fourthed. While sometimes excessive ecchi scenes can kill the romance in anime, sometimes it works well with it for a little comedy. And as already said, fanservice .

there are some romance animes that dont have any of that in it but the real question is: is there such things as a romance manga that doesnt have any ecchi/pervy stuff? i honestly want a cute romantic anime without any of that stuff but havent gotten through one manga because there is always something.
