rasen shuriken is more powerful no doubt and it's a good match against chidori since wind type is stronger than a lightning type. HOWEVER, chidori is more battle-friendly (Sasuke could use it a couple of times, and in different chakra forms like needles and a sword) coz it's more versatile/flexible than rasen shuriken.
basically, naruto has yet to learn more about his jutsus (maybe more wind jutsus?) and the change in chakra nature/form thing.
naruto's got to deal withsasuke's neat line of jutsus: susanoo, amaterasu, and kirin.

Wind Style Rasen-shuriken is the deadlier of the two, the Chidori stream is more versatile, it's more on what a person perfers, I'm leaning toward Wind Style Rasen-shuriken since it's no where near it's full capabilities
