Not really, moaning is what we are best at in britain (not proper complaints we just moan amongst ourselves), so it's quite natural it would turn out like this.

(To the above poster) I belive death note is set in japan, but I've forgotten why.

Anime set in Europe not yet mentioned: Yugo the Negotiatior, Wanwan Sanjushi, Victorian Romance Emma, The Trapp Family Story, Story of Perrine, Steamboy, A Little Princess Sara, Sherlock Hound, Rose of Versailles, Romeo no Aoi Sora, Robin Hod no Daibouken, Porco Rosso, Poirot and Marple, Noir, Nodame Cantabile: Paris, Nobody's Boy Remi, Meine Liebe Wieder, Belle and Sebastian, Kiki's Delivery Service (possibly), Les Miserables, Le Chevalier D'Eon, Emily of New Moon, Heidi, 3,000 Leagues in Serach of Mother, Gunslinger Girl, Gankutsuo: The Count of Monte Cristo, Conqueror of Shamballa, A Dog of Flanders, and the Fake OVA.

Most of them are pretty old, and a lot of them are from World Masterpiece Theater. I'm not sure about England in specific, though. I can barely tell it apart from France.

And Death note is entirely set in Japan, except perhaps for the flashbacks to Wammy's House. Remember, L narrowed it down to Japan in the beginning? I think we're focusing on anime set mostly in England.

Partialy, I'm not sure where the black order is, some of the places look like they may be in other parts of europe and they do travel to edo (japan) at one point.

Yup, but Allen Walker does sound like a typical british name and I remember it saying somewhere that the head-quarters was set somewhere in England, but I could be wrong. It's been a while since I've read the manga
