Boa is one of the weakest because anyone with a level of self control is immune to her fruit power, and when it comes to physical ability i personally believe usopp could beat her. teach should be up there just because of his power, if he used it more wisely and absorbed more then just the occasional effect he would be a devastating force. the power to control gravity itself is just way to overpowered, doflamingo just cut off a giants leg with barely any effort whatsoever and mihawk appears to have the reflexes and strength of a demi god, crocodile is still quite vulnerable and can be shut down easily unless he has found out how to avoid his weakness of slip and slides.

Mihawk is untouchable with his black sword (first choice) how can Doflamingo like to talk big if he is not strong (second choice)
