hey may just be a lot weaker than kuma. The reason for his high bounty could just be that when he was a pirate he committed " terrible acts of crime"...or killed civilians over nothing. Kinda like KID huh?
also he's definitely capable of it

The Slaughtering of innocent civilian's does not seem to net you much of a bounty in one piece.

SPOILERS

1. Doflamingo - While a high bounty doesn't mean everything, he had the highest before becoming a Shichibukai (though we don't know Mihawk's). He's apparently much stronger than Moria as well and is in contact with some higher ups not in the Marines.

2. Mihawk - Was a former rival of Shanks, considered the world's strongest swordsman, and we still haven't seen him do much in battle really. He also has a former unknown bounty, and since we're this far into One Piece, it's likely to be the highest among the Shichibukai.

3. Jinbei - On the seas, he'd probably be the strongest, and while he's strong on land as well, it's probably a sign he's not the overall strongest.

4. Crocodile - A prime example where former bounty doesn't always mean everything. His bounty before becoming a Shichibukai was "only" 81, but it's clear it'd be much higher if he continued being a regular pirate. He's very smart, has a deadly ability that also allows him to survive most attacks (such as being decapitated by Doflamingo), and he didn't seem to have battled Mihawk well during the War against Whitebeard.

5. Hancock - People underestimate her all the time, mostly because she had the lowest bounty before becoming a Shichibukai. But that 80 bounty was given to her when she was young and during her very first voyage. And during the War with Whitebeard, she easily took out several of the Kuma clones.

6. Kuma (or PX1) - He's a tricky one. Before becoming a complete cyborg, I'd have ranked him a bit higher because he seems to have an interesting story with the Revolutionaries. And he has a devastating ability, but it'd be useless if a mid-long range battle I think.

7. Moria - I think it's been clear he's the weakest for a long time now. If you take away the devil fruit abilities of the other Shichibukai, they would still be considered dangerous. But take Moria's away, and he'd be completely useless. And his ability isn't even all that great without several shadows at his disposal. He also doesn't seem to be much of a match against Doflamingo and the Kuma's.

Blackbeard - Well, his time as a Shichibukai was certainly short-lived. He's the dumbest among the past and current Shichibukai for sure (Ace lands several attacks because he's not prepared, Luffy sends him flying for the same reason, Magellan would have killed him and his crew if it wasn't for Shiryuu, again, because he walked straight into a confrontation without being prepared, and even Whitebeard, about to die, lands a few big hits before Blackbeard's crew attacks. So he's pretty dumb. But having said that, with his Darkness ability, and now Whitebeard's, he's set to become one of the strongest characters in the series.

I would not call Blackbeard dumb, He did plan out everything perfectly when it came to getting into impel down and assembling a crew. Blackbeard is just cocky, not stupid.

lol, nice. Blackbeard is going to become a Younko (will replace Whitebeard and become the deadliest man alive). He's already thrown away his title of Shikibukai, what's the next step? Younko -> Pirate King. And we all know Mr. Luffy is going to become the Pirate King.

Or he could open a buffet chain.
