i don't think the last opponent for luffy was a guy that we have know... they would be some new guy that've waited for strawhat at the end of their journey...
about shanks, he can meet him just before he become a PK and that's mean it's still far from the end of OP... and fighting BB can be done after he meet shanks... and i'm sure after he fight with BB there's still an enemy for SH...
