Hmmm.. I have 2 choices, FFX, FF7 and FF8..

FFX because of the underwater scene, how they kissed underwater for I think 3 mins is unbelievable but nothing is impossible when it comes to love. Hahaha. Another reason is Yuna's persistence in looking for Tidus in the sequel, FFX-2, show how much Yuna loved Tidus that much.. :D

FF7 because of Aerith's love for Zack that was eventually equally given to Cloud.. :D

FF8 because of the ball room scene with Rinoa and Squall, the song "Eyes On Me" created by Julia for Laguna, the Ragnarok scene, the scene where Squall had saved Rinoa.. The ending kiss.. :D

these answers are somewhat generic. it's kind of what i expect from the playstation generation.
here comes a big wall of text!
FF6 had love as a central theme but approached it in the Fist of the North Star type of love which is a bit unusual. you spend pretty much all of FF2 trying to win the love of a princess, or at least that's what i think despite not having beaten it yet. FF1's love story just might be buried somewhere in the "read between the lines" and "compare the translated version and actual version for further information", and this might be completely off topic but dragon warrior's love interest whom you literally were unable to refuse if you chose to pursue that particular route and of course the rest of the dragon quest series continued with love stories, peaking with DQ5 according to popular opinion and personal experience, having played DQ1 (beat it!) DQ2, DQ3, DQ4, DQ5, DQ6, never got a chance to try DQ7, but DQ8 and also FF1 (came really close to beating it, but kept getting killed by Chaos), FF2 (made some progress on the PSP version still have the dragoon in my party and think that is an indication of my progress), FF3 (final dungeon, died against final boss's second form multiple times and haven't picked it up in a while), FF4 (last time my save got wiped at the time when i kept getting killed by the King and Queen of the land of summoned beasts and now i'm only as far as the airship with the drill and hook), FF5 (beat it!) FF6, FF7 (beat it!) FF8 (beat it!) FF9 (beat it!) FF10 (beat it!) FF11 (Rdm66/Whm31/War35/ and so on but i haven't unlocked Scholar or Corsair) FF12, FF13 (got to the part where you can choose your own path and can do missions) and of course FF13 (haven't even played it yet...)

well, playstation era final fantasies were ones i was able to beat and can do a proper analysis, and that's probably how it is for everyone. even if i did sink 60+ hours into them i think FF11 is the most addictive of the series. only romantic aspects of that game are some plot threads and various quests but also interpersonal relationships between real people who happen to go online and could be a manthra or a girlka, it doesn't matter but these characters can get married, and it's an expensive thing that usually they gotta farm for gil together and chip in on the matrimony rings.

FF7 Crisis Core, the Zack and Aerith Love story...forget Cloud and Aerith...she belongs to ZACK!!!

FF8, ball room scene when Rinoa asks Squall to dance, and the outerspace scene when Squall and Rinoa take control of the ship in space and return to Earth, where the theme song "eyes on me" is playing, and the two of them are talking to each other, and the scene where Squall rescues Rinoa from the Laboratory

FF9, Last scene when Garnett runs through the crowd to hug a supposedly "dead" Zidane...

FFX (and X-2), the underwater scene with Tidus and Yuna, the ending where Tidus disappears and Yuna confesses her love towards him, and in the sequel, the good and perfect ending of X2, where Yuna and Tidus get reunited

I dunno. It wasn't really a major theme in the game, but Locke and Celes's relationship in FFVI was great to me. They had it rather rocky through the game but it all turned out okay.
Also, FFVII with Cloud and Aerith. Love never dies.
