As far as quality is concearned, crew size and budget are always going to be major factors when making any show. When stuff is moving on screeen you neew to draw 12-24 new pictures for every second of animation, and pay 3 or 4 different departments for all that work.

If a director can get the emotional impact and carry the intent of the scene with a Still frame he's going to do it, and Dramas lend themselves better to Still shots than action shows do. Like wise the animators generally get paid by the scene and have pretty strict deadlines, the smaller the crew the more short cuts they are going take, so sliding held cells, still shots and reuse are going to be more common.

I think they have been doing a fantastic job on Skip Beat so far. The storyboarding has really managed to capture some of the key moments of hte Manga. (EPS. 7's Tea ceremony scene and the recent Sho's Video story arc, went over fantasticaly)

but it says on wikipedia that live action will not be in production and the project is currently suspended indefinitely because of some issues with the japanese producers...something like that.

When a series is set as 'ongoing' it means that the season has not yet finished airing, not that it will be picked up for another season. Wiki, while listing many TV Series is not a TV Guide site.

Skip Beat! is still considered a 'New Series' because it is still playing its first season. After episode 25 it's status will change to OTB/ On The Bubble, meaning its fate has yet to be announced. After that it will change to Returning Series or Cancelled.

Better information about its status can be found on ANN or TVRage.
