When stuff is moving on screeen you neew to draw 12-24 new pictures for every second of animation, and pay 3 or 4 different departments for all that work. If a director can get the emotional impact and carry the intent of the scene with a Still frame he's going to do it, and Dramas lend themselves better to Still shots than action shows do. Like wise the animators generally get paid by the scene and have pretty strict deadlines, the smaller the crew the more short cuts they are going take, so sliding held cells, still shots and reuse are going to be more common. I think they have been doing a fantastic job on Skip Beat so far. The storyboarding has really managed to capture some of the key moments of hte Manga. (EPS. 7's Tea ceremony scene and the recent Sho's Video story arc, went over fantasticaly)
