Okay here is an example:

1-I go buy a DVD at the store.

2-I play it at home and discover who fucked up the translation is.

3-I download/stream a fan sub.

My question is number 3 legal seeing as i already own the DVD?

Legally? Not really since the legal rights to the translation do not belong to anyone but the original producers and whoever they sell those rights to. Depending on what country you live in and what region the original video being used by the fansub there may be some argument to if the video (and audio) part is legal but they're flimsy arguments at best and do not cover translations at all.

What DVDs are you specifically talking about? 95% of commercial discs are going to be better translations.

no it is still illegal.
in case of the fan sub you are still getting a pirated copy being distributed illegally.

tho only ones who are allowed to distribute the material are 1) the original production company 2) a company who has licensed the rights to distribute it in another region.

Fansubs will always be illegal no matter of how much you try to justify it.

You can buy the DVD then get the .ass file I think. I believe that is the only legal way.

Edit: I said DVD as in the real Japanese DVD. The .ass file is the script and other things put the DVD in the computer then mess with the script and get the .ass in and you'll have subs.

Edit2: Actually, this is debatable as this is the method your supposed to use to get translated Visual Novels. But the is just barely in the grounds of legal, right on the line, or just off.
