What do you do when you see or encounter a homeless person?

A lot of the homeless have mental illnesses. I even know people who had families and had homes who got divorced, lost their jobs, and couldn't find anything to do since they didn't have any friends for help or a home in order to get a job. Especially people who are socially and aesthetically challenged since employment serious considers looks and social behavior as well.

Some are drug addicts and some are very lazy. However, I don't know if I want to say no to every homeless person just because they might be the one that's lying. I sometimes help with loose change or if I'm near a restaurant or grocery, I'd offer to buy them something. There's a guy who is allowed to sit outside of a Publix grocery at my old college town. He doesn't ask for money but has a jar for loose change at the parking lot area. He can't walk and is severely mentally retarded. He can't talk nor move his arms easily. He always has a radio hanging from his wheelchair playing funk & r&b.

they're called feeding programs for the needy/indigents/whatever form of banality comes to mind. I've participated in one of these programs and from what i heard prior to my conscription that it was the "good" thing/for the glory of god and the local patron (at least, according to the nuns) to do. I am well aware of the size of the budget and it's more than enough. but when I was on kitchen duty I was strictly ordered to skimp on the meat and focus on the bones, add more water to the rice to make it more watery then soupy. of course a few broth cubes were thrown in so that it wouldn't taste so watered down. day old bread must be sprinkled with a bit of water/broth and lightly toasted to make it seem fresh.

truth be told.. that day i felt more wretched than the wretched i am giving soup to.

I just pass them by. I don't really think about it a lot. Most of the homelss persons on the streets are there by their own account. Not a lot of sob stories from them.

I will sometimes give them change (coins) if I have any. The ones in Austin can freak you out though; they are the type that when you're driving and you stop they will start washing your windshield even though you didn't say a word or make eye contact. I was driving with a friend who was visiting from Milwaukee; (where I used to live and Ive never seen a homeless person do that in Milwaukee) and he was freaking out. I thought he was going to jump out the car and punch the guy.

Give them the time since they always ask what time it is.

Laugh, and say: Do not worry, my friends, god is always watching you.

If I had food I don't want, I give it to them.
If I don't have anything, I give them a polite smile and continue walking.

I try to stay away from areas that usually have homeless people.

I want to help them out but usually homeless people I helped in the past were fakes just wanting money.

So now I don't help any of them, real or not.
