I either buy anime stuffs (action figures etc) at comic alley or tokyo kids, but buying in 168 in divisoria is much cheaper. I buy Anime DVD's at Lotus mall in Imus, Cavite but if only its safe I'd rather buy those at Recto. But in the end I'd rather not buy, it will cost me nothing if I just watch it online.

same with me, the ciotys are too far away(even tough Rotterdam is only less then an hour away XD) i used to buy a lot from discountanimedvd , but they're gone -_- i now sometimes use archonia. thats the best if you don't want to buy too much
if i do want to buy much(im talking about about $100 or something) i would recomend justmanga
ebay might be a good choice too, but it always varies what you can find there)

about the safety wel i can of course not garantue you anything but when i ordered from those sites i got everything i wanted excatly^^

It's been years since i've purchased anime DVDs or merchandise from a store. I buy a lot of stuff online, particularly from archonia.com . DVDpacific.com is considerably less expensive when buying anime DVDs though.
Hobbylink Japan (hlj.com) has a pretty good variety of merchandise, and i'd recommend CDjapan.co.jp for J-pop and anime soundtracks (also for Japanese DVDs, but those are very expensive and likely well out of your price range).

If you're wondering what happened to DiscountAnimeDVD, they were shut down for selling bootleg DVDs. They carried both legitimate Region 1 DVDs and all-region bootlegs. Their entire "import" section consisted of bootlegs, so they were pretty much inviting a lawsuit.

I used to buy from discountanimedvd.com but they seem to be offline now. I never had a problem with them, I don't know what happened. I also buy on Ebay and I never had a problem with that either, as long as you check the seller's feedback to make sure they are good.

Also, I check on any store that sells dvd's sometimes they have sales and I can get some anime cheaper.

I also buy when I go to NY Anime Festival.

And PayPal is fairly safe. I've been using it for years.
