now don't ask me if it's the opening or closing theme because i don't know. however i would take a guess and say it's the opening theme for season 3, but i'm not sure.

I hate to break it to you but Secret Ambition is the 1st opening to Magical Girl Lyrical Nanoha StrikerS.

There is no information for the 3rd season of Rosario + Vampire as of now.

If there is to be a season 3, it'll most likely hit around October or so like the other 2 seasons did.

I think that could be a good choice for the OP but i think Pray would be a better choice. It's on Project Playlist also just look up Nana Mizuki. It seems like a better OP if the 3rd season will be more Action than Ecchi. And maybe the ED could be Cherish, also by her.
