From what I've seen so far, I guess it's Jiraiya, BUT Since Orichimaru/Kabuto is back we'll see what he really is capable off. Then we have Tsunade waking up, I'm sure we'll get to see her fight in the future.

I would like to believe that Jiraiya is the best, but because he is dead and Kabuto/Orochimaru and Tsunade are still alive, you can never know what new and exiting justu they will reveal. But as for Jiraiya, his story is over. Yet, if Kabuto or Tsunade die before they surpass Jiraiya, then he will be the best. (Is Kabuto/Orochimaru still considered one of the Sanin?)

i think jiraiya was strongest if he wouldnt had been drugged the last time he faced orochi he would have prolly would have killed him or orochi would have left running scared

Orochimaru. Although it was wrong, I don't necessarily blame him for valuing knowledge over life. While human lives are created, experienced, and extinguished, knowledge goes on forever. If his life had gone differently, or maybe if he was supported more before he became so twisted, his intelligence and drive for knowledge could have been so beneficial.
